California OHV Program in Trouble

The 2012/2013 Fiscal Year is the fourth consecutive year where substantial funding has been diverted from the California OHV Program to other sources.  Since 1974, approximately $195.9 million has been diverted from the OHV Program to the General Fund and State Parks and Recreation Fund.  Of that total amount, $129 million has been diverted from the self-funded OHV Trust Fund within the last four state budget cycles.

The visionary leaders that created the self-funded OHV Program wanted a strong, organized program that included law enforcement, the remediation of land, and education with an understanding of where you can recreate legally.

Inyo NF Forest Plan Workshops

Inyo National Forest Preparing to Revise 1988 Forest Plan

--Workshops to be Held on Collaboration in Forest Planning, Nov. 16 & 17--

The Inyo National Forest has been designated as an “early adopter” forest by the Forest Service, indicating that the Inyo will be in the first tier of eight national forests to revise their Forest Plan under the new National Forest Land Management Planning Rule adopted earlier this year. The Inyo’s existing plan was completed in 1988.

Forest Plans provide strategic direction to guide the management of forest resources. They are programmatic in nature and provide a framework that guides site-specific project and activity decision making. The new Planning Rule directs that the Forest Plans will be science-based and developed collaboratively with stakeholders who are interested in the management of national forests. The Inyo National Forest is committed to collaboration, improving transparency in the planning process, and strengthening the role of public involvement in the process through opportunities for dialogue about forest plan issues.

NOTICE OF MEETING AND TOUR OFF-HIGHWAY MOTOR VEHICLE RECREATION COMMISSION

NOTICE IS HEREBY GIVEN that the Off-Highway Motor Vehicle Recreation (OHMVR) Commission, pursuant to authority contained in Section 5090.24 of the Public Resources Code and Section 11120 et seq. of the Government Code, will conduct a tour on November 30, 2012 and will meet on December 1, 2012 according to the following schedule.

OHMVR Commission Tour: Friday, November 30, 2012 Hollister Hills SVRA

Time and Tour Information: The tour will meet at the Hollister Hills Training Building at 10 am (please see attached map). The tour will last six hours and end back at the Training Building at approximately 4 pm. In order to participate in this tour, you must have a high clearance 4WD vehicle. The tour will involve some walking over uneven terrain. Layered clothing and sturdy footwear are recommended. Services will be limited during the tour route, but we will stop at the camp store which has a payphone as well as sundry items. Cell phone service is intermittent. Participants should be prepared with sufficient food and water supplies for a full day on the trail.

DLRP - No Webinar 11/27 - Dec. 13 webinar

Dear Dinkey Collaborative members and interested parties,

There is no webinar tomorrow, Tuesday, November 27.  We had originally held this date but at the last meeting realized we would not have sufficient time to prepare materials, and released it.  I apologize if this was not clear to people at the November 15 meeting.

Regarding December 13:  Please hold this date.  However, please hold the afternoon from 1 to 4 pm — if held on December 13, the webinar would be that afternoon, not in the morning.  We apologize for any scheduling confusion.

We are working on the schedule for the next 3 months and will have more information this Thursday, including proposed dates for the next steps identified on November 15.  We will also provide an agenda and meeting materials for our December 6 meeting at that time.

Comments sought for Ashton/Island Park trails project.Freemont County, Idaho OHV project

The Ashton/Island Park Ranger District is interested in hearing any comments, concerns, ideas, or issues you may have regarding their Island Park Off Highway Vehicle Trails project/proposal.

The purpose of this proposal is to revise management of areas open to cross-country OHV travel and designate OHV trails that connect to the Forest Transportation System. This action is needed to provide a safe and sustainable travel system that reduce resource impacts, improve public safety, improve access, and improve the ability to enforce travel restrictions.

This proposal will:
1. Designate approximately 33 miles of trail. Of the proposed 33 miles of trail:
• Approximately 11 miles of National Forest System Roads currently closed to public motor vehicle use will convert to National Forest System Trails.
• Approximately 19 miles of user-created routes will convert to National Forest System Trails which will require reconstruction.
• Approximately 3 miles of trail will require new construction.
