Wheel spacers move the wheels out from their original mounting width by placing a piece of thick metal in between where the wheel mounts and the back side of the wheel. This creates a longer axle so there might not be the rubbing if enough space was added.

By either relocating the pan hard mount at the frame down or lengthening it out by replacing it with a longer piece you can re-center the axle to have it articulate either way without contact.
