Commonly referred to as precious stone or metal to create the effect of being shiny, sparkly, and grabs hold of your attention.

In a sense...it's "flashing" what you've got. Mostly in terms of Jewelry but has become a generic term for anything flashy and is mostly over the top stuff. So in the automotive world... originally derived from the sound made by shiny items in cartoons and toothpaste commercials, bling-bling describes anything dope, stupid, phat, or fly.
