Nissan 200SX (or anything similar...), Lowered suspension, 19" x 8" rims with "licorice" tyres, Neon lights everywhere, 1.5KW sound system driving 38 speakers blaring "doof doof" music, "Tin can" exhaust, Etc., etc.
....and of course the mindset that goes with all that.

Commonly referred to as precious stone or metal to create the effect of being shiny, sparkly, and grabs hold of your attention.
In a sense...it's "flashing" what you've got. Mostly in terms of Jewelry but has become a generic term for anything flashy and is mostly over the top stuff. So in the automotive world...
