Wobble over 55 after tire rotation

Did a straight front to back tire rotation on the 96' XJ and the first time I'm up to 55 I get a fairly serious wobble that judging by it's frequency is almost definitely coming from one of the wheels. Is there any other possible explanation for this other than that one of the wheels is probably not centered exactly square on the lugs?

If they didn't clean the wheel before attaching the weights, sometimes they fly off.

Or they just balanced the wheel wrong...

I am assuming the wobble was not present prior to the tire rotation?

The wobbly is generally tire related; wheel weights, chunks of rubber missing, bent rims, or slipped steel belt are primary issues.

Being not "square on the lugs" is possible but you would have loose lug nuts or, the mating surface between the rim and axle could have something that would not allow the wheel and axle to mate correctly.

In my experience, missing wheel weights or slipped steel belt are the most likely issues for wobble/ vibration at highway speed.
